Phil is a natural resource economist with substantial international development experience in the United Kingdom and international public sector.


From 2015 ro December 2018, he has been Fisheries Economist at the Fisheries, Aquaculture and Marine Ecosystems (FAME) Division, providing support to the coastal fisheries and aquaculture sections. He provides analytical expertise such as bio-economic modelling, value chain assessments, policy cost benefit analysis, on a range of high profile fisheries topics across the Pacific region.


Previously, Phil led the analytical team within the UK’s Department of Energy and Climate Change (DECC) specialising in economic analysis and policy advice for overseas development projects in agriculture, forestry and climate change mitigation. He has also worked on independent reviews of UK government policy, EU agricultural policy, evaluations of the effectiveness of foundations’ development programmes, and others.


Phil holds a PhD in Environmental Economics from the University of York (UK), entitled “Climate Adaptation in Agriculture; Case Studies of Nigeria and Uganda”. During which time he has spent time working with communities in Nigeria and Uganda examining the economic behaviour of decision making under uncertainty and the impact of information and national policy on this.
